Requires challengers to demonstrate specific knowledge or reasonable belief that a voter is unqualified, rather than merely suspecting or knowing, and prohibits challenges based solely on returned mail evidence.

Establishes that returned mail alone is insufficient proof to remove a voter from rolls or sustain a challenge; additional affirmative proof of ineligibility is required.

Restricts voter removal challenges based on change of residency to only three circumstances: written confirmation from the registrant, notification from another jurisdiction, or exhaustion of National Voter Registration Act notice procedures.

Changes the scope of voter challenges from county-wide to precinct-level and prohibits challenges within 25 days before elections.

Requires boards of elections to notify voters of challenges and provide opportunity to be heard; without actual notice to the voter, the board must review the voter's registration through standard list maintenance processes rather than sustaining the challenge.
