Directs the Department of Transportation to maintain and repair private driveways used by public school buses for turning around school buses.

Requires private driveway owners to submit written consent to the local school superintendent authorizing use of the driveway for school bus turnarounds.

Requires school superintendents to forward the written consent from private driveway owners to the Department of Transportation.

Clarifies that the Department of Transportation must maintain roads leading from state-maintained public roads to public schools and construct/pave school bus driveways and parking facilities at eligible schools.

Becomes effective upon enactment into law.
