Repeals the statutory authority for local school boards to file legal actions in superior court challenging the sufficiency of county funding for schools.

Eliminates the mediation and judicial review process previously available when school boards and county commissions disagreed on school funding appropriations.

Makes the county commissioners' appropriation decision final, with no legal recourse available to school boards to challenge funding levels.

Removes provisions for jury trials, judicial findings of fact, and court-ordered supplementary appropriations that previously applied to school funding disputes.

Effective immediately upon enactment for all budget ordinances adopted on or after the bill becomes law.
