Requires law enforcement to tow and store vehicles of drivers charged with operating without required financial responsibility (insurance).

Owner can recover the vehicle by presenting proof of insurance coverage for at least six months to the charging agency or prosecuting district attorney and paying all towing and storage fees.

Requires law enforcement to notify lienholders within 24 hours of the vehicle being towed and stored, and allows lienholders to take possession upon payment of towing and storage fees.

Allows owners to petition the court if they claim to be "innocent owners" who maintained continuous insurance; court must schedule a hearing within 10 business days to determine if a violation occurred.

Becomes effective December 1, 2017, and applies to charges filed on or after that date.
