Requires the Wildlife Resources Commission to study requirements for owners and lessees who take wildlife during depredation activities on their property.

Directs the Commission to examine whether a "duty to avoid wanton waste" should be imposed on persons taking wildlife with or without depredation permits.

Defines "wanton waste" as killing or crippling a big game animal without making reasonable effort to retrieve and properly dispose of it.

Requires the Commission to report findings and recommendations for legislative action to the 2018 Regular Session of the General Assembly.

Becomes effective upon enactment.
