Specifies that inclusion in a financially constrained transportation plan remains a material fact that must be disclosed.

Prohibits parties to real estate transactions and their agents from knowingly making false statements about a property's inclusion on any transportation plan.

Applies to real estate contracts entered into on or after the bill becomes law.
