Removes restrictions on school opening and closing dates for Durham Public Schools by striking language that required opening dates no earlier than the Monday closest to August 26 and closing dates no later than the Friday closest to June 11.

Eliminates the "good cause" waiver process that previously allowed the State Board of Education to approve earlier opening dates (August 19) only under specific weather-related conditions.

Removes exceptions for modified calendar schools that were designated in the 2003-2004 school year, consolidating calendar flexibility rules.

Applies exclusively to Durham Public Schools as a local measure.

Effective beginning with the 2017-2018 school year upon enactment.
