Removes restrictions on school opening and closing dates for Orange County Schools and Chapel Hill-Carrboro Schools.

Previously required schools to open no earlier than the Monday closest to August 26 and close no later than the Friday closest to June 11, with limited waiver options for severe weather.

Eliminates the "good cause" waiver provision that allowed early August 19 openings only when schools had been closed 8 days per year during 4 of the last 10 years.

Removes the exception for modified calendar schools designated in the 2003-2004 school year.

Effective beginning with the 2017-2018 school year.
