Allows law enforcement agencies and public safety answering points to request call location data (GPS, triangulation, and measurement data) from wireless service providers without a warrant in emergency situations involving imminent risk of death or serious physical harm.

Defines "imminent" as a situation where the time needed to obtain standard legal authorization for electronic surveillance would significantly reduce the chance of preventing death or serious physical harm, based on professional judgment using generally accepted protocols.

Provides immunity from civil liability for wireless service providers who disclose call location data in good faith reliance on law enforcement or public safety requests made under this section.

Requires all wireless service providers registered in North Carolina to submit emergency contact information to the State Bureau of Investigation by June 15 annually, or immediately upon any changes.

Takes effect July 1, 2017.
