Requires the Environmental Review Commission to study decommissioning matters associated with utility-scale solar projects.

Study must analyze performance bonding requirements to ensure proper decommissioning and closure of solar facilities.

Study must examine whether solar panels and constituent materials are classified as hazardous and whether they can be safely disposed of in landfills.

Study must evaluate the economic feasibility of recycling solar panels, the expected productive life cycle of solar panels, and whether land can be economically returned to agricultural use after solar project cessation.

Study must survey other states' regulatory requirements for utility-scale solar decommissioning and report findings and legislative recommendations to the 2018 Regular Session of the General Assembly.
