Increases managed hunt application fee from $5.00 to $8.00 per applicant and adds $2.00 transaction fee for applications sold directly by Wildlife Resources Commission through telephone, mail, online, or service counter.

Creates new wildlife licenses effective July 1, 2018: Resident American Alligator License ($250.00), Nonresident American Alligator License ($500.00), Resident Elk License ($500.00), and Nonresident Elk License ($1,000.00), all expiring June 30 annually.

Requires individuals to obtain American alligator and elk licenses even when exempt from standard hunting license requirements, including landholders, children under 16, and members of recognized Indian tribes.

Establishes that Nonresident Bear Hunting License and Bear Management Stamp expire June 30 annually.

Allows box-trapped rabbits to be released on private land enclosed by metal fencing for the purpose of training dogs, with the Wildlife Resources Commission authorized to establish standards for such training areas.
