Directs the Department of Public Safety and City of Wilmington to develop and implement a "Quick Response Team" (QRT) pilot project to provide follow-up treatment and recovery services to opiate and heroin overdose victims.

QRT shall be staffed by firefighters, police officers, medics, and other law enforcement personnel working together with licensed counselors to provide follow-up care within three to five days of overdose incidents.

Requires consideration of family counseling, recovery groups, short- and long-term support services, and creation of a fatal review panel to track deaths of individuals served by the QRT.

Appropriates $250,000 in recurring funds from the General Fund to the Department of Public Safety for fiscal years 2017-2018 and 2018-2019 to implement the pilot project.

Requires the Department of Public Safety and City of Wilmington to report results of the pilot project to the General Assembly at the 2019 Regular Session.
