Restores early one-stop voting on the last Saturday before elections, requiring county boards to conduct voting from 8:00 A.M. to 1:00 P.M. on that Saturday, with optional extension until 5:00 P.M.

Changes the deadline for early one-stop voting from 7:00 P.M. on the last Friday to 1:00 P.M. on the last Saturday before an election.

Requires uniform hours across all Saturday one-stop voting sites within a county, except for the last Saturday before the election.

Allows county boards of elections on barrier islands meeting specific criteria (permanent residents, no bridge access, Atlantic Ocean/coastal sound boundaries, National Wildlife Refuge or Seashore) to propose alternative voting site plans with different hours and locations.

Effective when signed into law, with Section 1 expiring January 1, 2019.
