Requires law enforcement to tow and store a motor vehicle when the driver is charged with an unlicensed driver violation, unless a licensed driver picks up the vehicle within one hour of being contacted.

Authorizes storage fees of up to $10.00 per calendar day for vehicles towed under this provision.

Allows vehicle owners to reclaim their vehicles by presenting a valid driver's license and paying towing/storage costs; innocent owners must also sign an acknowledgment that they took reasonable precautions to prevent unauthorized use.

Grants towing companies a mechanic's lien on vehicles not claimed within 90 days, allowing disposal of the vehicle to recover towing and storage costs.

Becomes effective December 1, 2017, and applies to charges filed on or after that date.
