Revises and consolidates the charter of the City of Creedmoor, North Carolina in Granville County into a single comprehensive document.

Establishes a council-manager form of government with a Board of five Commissioners elected at-large for four-year staggered terms and a Mayor elected at-large for two-year terms.

Regular municipal elections held in odd-numbered years on a nonpartisan basis, with Mayor elections every two years and Commissioner elections in 2017 (two seats) and 2019 (three seats), then quadrennially thereafter.

Defines powers and duties of city officials including City Manager, City Attorney, City Clerk, Finance Director, and Tax Collector, with the City Manager responsible for administration of all city departments.

Repeals Chapter 826 of the 1969 Session Laws while preserving Chapter 610 of the 1987 Session Laws and S.L. 2012-55; continues all existing ordinances and pending legal actions under the new charter.
