Reduces the employer threshold requiring participation in the federal E-Verify program from 25 employees to 15 employees in North Carolina.

Removes the previous exemption for temporary employees with terms of employment less than nine months in a calendar year.

Excludes farm workers from the definition of "employee," defining farm workers as individuals who maintain farms, crops, or livestock through physical labor or machinery operation under agricultural supervision.

Adds definitions for "independent contractor" and "farm worker" to clarify which workers are covered under Article 2 of Chapter 64 of the General Statutes.

Takes effect October 1, 2017.
