Authorizes the Department of Natural and Cultural Resources to add Bob's Creek State Natural Area (McDowell County), Warwick Mill Bay State Natural Area (Robeson County), and Salmon Creek State Natural Area (Bertie County) to the State Parks System.

Permits the state to acquire land for these three natural areas through donations or purchases using funds from the Clean Water Management Trust Fund, Parks and Recreation Trust Fund, federal Land and Water Trust Fund, and other available funding sources.

Directs the Division of Parks and Recreation to study the feasibility and desirability of acquiring land and establishing a State Park on the Black River, including public input and cost estimates.

Requires the Black River study to assess actions the State can take to improve navigability of the river and report findings and recommendations to the Joint Legislative Oversight Committee on Agriculture and Natural and Economic Resources by March 1, 2018.

Became effective upon enactment on July 25, 2017.
