Creates a new "licensed nutritionist" credential separate from "licensed dietitian/nutritionist" to expand qualified nutrition professionals in the state, with distinct educational and examination requirements.

Modifies Board of Dietetics/Nutrition composition from practice-area-based representation to include three licensed dietitians/nutritionists, two licensed nutritionists, one physician, and one public member.

Establishes licensure requirements for licensed nutritionists including master's or doctoral degree in nutrition-related field, 15 semester hours each in clinical/life sciences and nutrition/metabolism, 1,000 hours supervised practice, and passage of Board for Certification of Nutrition Specialists or American Clinical Board of Nutrition exam.

Permits telepractice delivery of dietetics and nutrition services and allows licensed nutritionists to order therapeutic diets and perform medical nutrition therapy when meeting specified credentials.

Implements criminal history record checks for all applicants for licensure, with convictions considered but not automatically disqualifying; effective July 1, 2018, with disciplinary action provisions effective October 1, 2018.
