Creates a new "endorsement" certificate issued by the Board for respiratory care licensees who meet additional educational, training, or credentialing requirements beyond standard licensure.

Changes educational requirement from "a respiratory care education program" to "an associate's degree in respiratory care education" accredited by the Commission on Accreditation for Respiratory Care (CoARC) or its successor.

Modifies Board composition to reference the "Atlantic Coast Medical Equipment Services Association" instead of the "North Carolina Association of Medical Equipment Services" for appointing one Board member.

Removes outdated provisions regarding examination scheduling requirements (previously required at least three times per year) and repeals separate provisions on temporary and provisional endorsements.
