Court gains exclusive jurisdiction over proceedings to review placement of young adults in foster care under G.S. 108A-48 and G.S. 7B-910.1.

Magistrates now accept for filing (rather than issue) juvenile petitions when the clerk's office is closed, in emergency situations requiring nonsecure custody or protection orders.

Courts must first consider placing juveniles in nonsecure custody with willing and able relatives before other placements, unless contrary to the juvenile's best interests.

Director of social services may consent to routine medical and dental care for juveniles in nonsecure custody, including treatment for common pediatric illnesses and injuries requiring prompt intervention.

Courts must adopt concurrent permanent plans in post-termination placement reviews, identifying primary and secondary plans according to G.S. 7B-906.2, and the act becomes effective October 1, 2017.
