Authorizes the Division of Motor Vehicles to refuse vehicle registration, certificate of title issuance, or registration transfers if Winston-Salem notifies the Division that the vehicle owner has unpaid parking fines or penalties.

Allows Winston-Salem to notify the Division of Motor Vehicles when a person fails to pay parking violation fines or penalties imposed by city ordinance.

Requires the Division to continue refusing registration until Winston-Salem notifies it that the owner has: (i) proven they are not the charged party, (ii) paid the owed fine or penalty, or (iii) demonstrated good-faith efforts to pay.

Applies exclusively to the City of Winston-Salem and becomes effective December 1, 2017 for fines or penalties imposed on or after that date.
