Changes the earliest permitted school opening date for Warren County Schools from the Monday closest to August 26 to the Monday closest to August 10.

Removes the "good cause" waiver provision that previously allowed the State Board of Education to grant exceptions to the August 26 opening date requirement.

Allows local boards of education with calendars concluding the fall semester before December 31 to administer final assessments prior to semester end, rather than within the final instructional days.

Applies exclusively to Warren County Schools and becomes effective for the 2017-2018 school year.
