• Allows electronic delivery of agency decision documents in contested cases and extends the 60-day petition filing period from when notice is personally delivered or electronically sent.

• Increases temporary food establishment operating period from 21 to 30 days and permits operation at agritourism businesses; allows local health departments to grant one-time 15-day extensions.

• Relocates North Carolina Board of Cosmetic Art Examiners office from Raleigh to Wake County and modifies automatic renewal contract requirements effective October 1, 2018.

• Exempts motorcycle sales with purchase price of $7,500 or more from balloon payment restrictions and allows underground storage tank overfill prevention equipment checks every three years instead of annually.

• Exempts real and personal property of charter schools from property tax when wholly used for educational purposes; includes various environmental permitting reforms for wastewater systems, erosion control, and stormwater management.
