State agencies, boards, and commissions with power to define crimes in the North Carolina Administrative Code must compile lists of all crimes they have created and submit them to the Joint Legislative Administrative Procedure Oversight Committee and Joint Legislative Oversight Committee on Justice and Public Safety by December 1, 2018.

The Administrative Office of the Courts shall compile lists of North Carolina common law crimes and statutory crimes organized by chapter, and identify statutes that are duplicative, inconsistent, rarely charged, lack mens rea requirements, contain undefined terms, appear obsolete, or have been ruled unconstitutional by an appellate court, with submission due by February 1, 2019.

Counties, cities, towns, and metropolitan sewerage districts with ordinances punishable as crimes under G.S. 14-4(a) must create lists of those ordinances with descriptions of the conduct subject to criminal punishment and submit them by December 1, 2018.

The act became effective upon ratification on June 14, 2018.
