Reduces the number of Board of Governors members elected by the General Assembly from 16 to 12 at each regular legislative session, effective 2017.

Adjusts the total composition of the Board by reducing elected members from 32 to 24, with the student member position remaining separate and non-voting.

Senate and House of Representatives each elect one-half of the persons necessary to fill vacancies on the Board of Governors.

Requires the House and Senate to hold their 2017 Board elections within 45 legislative days after education committee appointments are complete.

Student member serving as president of the University of North Carolina Association of Student Governments continues as an ex officio non-voting member.
