Adds a new definition of "reside legally" to North Carolina's notary public statutes (G.S. 10B-3).

Defines "reside legally" as either a citizen of the United States or an alien lawfully admitted for permanent residence as defined in 8 U.S.C. § 1101(a)(20).

Clarifies eligibility requirements for notary public appointments by specifying that only U.S. citizens and lawful permanent residents can meet the residency requirement.

Becomes effective upon passage into law.
