Revises and consolidates the Charter of the City of Mebane, establishing a council-manager form of government with a five-member City Council and Mayor elected at-large on four-year staggered terms.

Grants the City authority to order street and sidewalk improvements and assess costs against abutting property owners without petition under specified conditions of public interest.

Authorizes the Alamance-Burlington Board of Education to convey, sell, or exchange the Elon Elementary School property (510 E. Haggard Avenue, approximately 18.35 acres) through private negotiation for fair consideration, including potential exchange for a new school facility.

Establishes claims procedures requiring tort and contract claims against the City be presented within 90 days of accrual and suit brought within 12 months thereafter.

Repeals prior Mebane charter acts (Chapter 514 of 1973 Session Laws and S.L. 2006-10) while preserving existing ordinances, resolutions, and the rights of current officials to serve through their terms.
