Removes a 0.04-acre parcel of land in Shallotte Township, Brunswick County from the corporate limits of the Town of Carolina Shores, effective June 30, 2017.

Property removed from municipal taxes for taxable years beginning on or after July 1, 2017.

Authorizes New Hanover County to undertake one downtown development project in the central business district of Wilmington, specifically on property bordered by Grace Street, 3rd Street, Chestnut Street, and 2nd Street that was county-owned as of January 1, 2017.

Project is exempt from Article 8 of Chapter 143 of the General Statutes if non-county funds constitute at least 25% of the total construction and renovation costs.
