Adds new exemption to North Carolina's hazardous waste liability law for persons who arrange for recycling of recyclable materials.

Exemption applies if the person complies with all standards, requirements, and criteria set forth in the federal Superfund Recycling Equity Act of 1999 (42 U.S.C. § 9627, as amended).

Exemption specifically covers liability for hazardous substances released or threatened at facilities owned or operated by another person.

Modifies G.S. 130A-310.7 to add subsection (b1) establishing the recycler liability exemption.

Effective upon enactment, ratified June 29, 2017, and approved July 21, 2017.
