Changes G.S. 1-359 to require persons indebted to a judgment debtor to pay the sheriff rather than the judgment debtor when an execution has been issued against the debtor's property.

Persons making payments on a debt after receiving a demand from the sheriff must pay to the sheriff or face a penalty equal to the lesser of the full judgment amount or the amount paid to the judgment debtor.

Provides that a sheriff's receipt from payment satisfies the debtor's obligation to the judgment debtor for the amount paid.

Amends G.S. 162-16 to exempt sheriffs and coroners from executing judgments where property is exempt from execution under Article 16 of Chapter 1C of the General Statutes and has been noted on the writ of execution.

Becomes effective October 1, 2017.
