Creates the North Carolina Statewide Poverty Task Force located within the Department of Health and Human Services with 15 voting members appointed by the Speaker of the House, President Pro Tempore of the Senate, and Governor, plus 7 nonvoting ex officio members from state agencies.

Task Force shall identify long- and short-range goals for eliminating poverty and develop a coordinated approach among state agencies to reduce poverty by establishing and implementing poverty reduction targets.

Task Force must submit biennial reports to the Governor and General Assembly beginning January 1, 2018, with recommendations to reduce poverty and increase economic recovery, and shall terminate upon reporting that poverty has been reduced by at least 50%.

Appropriates $150,000 for fiscal year 2017-2018 and $150,000 for fiscal year 2018-2019 to fund the Task Force's operations.

Appropriates $150,000 for fiscal year 2017-2018 and $150,000 for fiscal year 2018-2019 to fund two new personnel positions in the Department of Health and Human Services dedicated to staffing the Task Force and implementing interagency collaboration on poverty reduction.
