Adds a new section to North Carolina General Statutes (G.S. 132-1.3A) to classify communications and documentary materials related to NCAA and athletic conference membership as public records.

Applies to all documents, papers, letters, photographs, films, sound recordings, magnetic or electronic data-processing records, and other documentary materials in possession of the University of North Carolina or its constituent institutions.

Covers materials related to membership in or communication with the National Collegiate Athletic Association (NCAA), the Atlantic Coast Conference, other NCAA-affiliated conferences, and any collegiate sports association or organization.

Takes effect upon becoming law.
