Amends the North Carolina Constitution to limit service in the General Assembly to a maximum cumulative total of 16 years in either the House of Representatives or the Senate.

Terms of office beginning before January 1, 2019, do not count toward the 16-year limit.

The constitutional amendment must be approved by voters at the general election in November 2018.

If approved by a majority of votes, the amendment becomes effective upon the convening of the General Assembly on or after January 1, 2019.

The State Board of Elections shall certify the amendment to the Secretary of State, who will record it among permanent state records.
