Allows counties and municipalities in Robeson and Columbus Counties to give preference to local bidders if their bid is no more than 5% or $10,000 (whichever is less) higher than the lowest nonlocal bidder's bid.

Requires contractors awarded contracts under this preference to submit a Community Preference Plan within 30 days identifying local businesses and residents they will use, good-faith efforts made to contact local businesses and employ local residents, and estimated dollar value for local businesses.

Defines "local bidder" as a business that has paid unemployment or income taxes in North Carolina and has its principal place of business within the county or municipality.

Defines "local resident" as a person whose primary residence is within the county or municipality giving the preference.

Effective upon becoming law and applies to bids received on or after that date.
