Requires the State Board of Education to repeal the North Carolina Mathematics Standard Course of Study adopted in June 2010 and replace it with standards based on Minnesota K-12 Academic Standards in Mathematics (2007), aligned with the National Mathematics Advisory Panel's Foundations for Success report.

Mandates local school administrative units offer only the traditional mathematics course sequence (Algebra I, Geometry, Algebra II) instead of Math I, Math II, and Math III, with implementation beginning in the 2018-2019 school year.

Requires the State Board of Education to repeal the North Carolina English Language Arts Standard Course of Study adopted in June 2010 and adopt standards based on "An English Language Arts Curriculum Framework for American Public Schools: A Model" by Professor Sandra Stotsky, effective 2018-2019 school year.

Directs the State Board to update student assessments to align with the new mathematics and English language arts standards.

Requires the State Board to submit a report to the General Assembly and Joint Legislative Education Oversight Committee by March 15, 2018, containing copies of the new standards, documentation of differences from the 2010 standards, and assessment changes.
