Increases the criminal penalty for willfully defacing, damaging, knocking down, or removing traffic signs or traffic control devices from Class 2 misdemeanor to Class 1 misdemeanor.

Imposes a mandatory fine of $1,000 for violations of traffic sign damage or removal offenses.

Increases the maximum reward the Department of Transportation may offer for information leading to arrest and conviction from $500 to $1,000.

Clarifies that the offense applies to possession of traffic signs or traffic control devices without just cause or excuse.

Becomes effective December 1, 2017 for offenses committed on or after that date.
