Moves the earliest permissible school opening date from the Monday closest to August 26 to the Monday closest to August 14, allowing schools to start earlier in the year.

Eliminates the "good cause" waiver process that previously allowed the State Board of Education to grant exceptions for earlier opening dates based on severe weather or emergency closures.

Permits local boards with school calendars concluding the fall semester before December 31 to administer end-of-semester assessments prior to semester conclusion, rather than within the final 10 instructional days of the school year.

Applies exclusively to Onslow County Schools and Pender County Schools.

Becomes effective upon enactment and applies beginning with the 2017-2018 school year.
