Changes the Rockingham County Tourism Development Authority from a board with unspecified appointment methods to a 12-member board with defined composition and appointment procedures.

Adds the County Finance Officer as an ex officio, nonvoting member and renames the Economic Development Commission to Economic Development and Tourism.

Increases the number of general business/profession members from five to seven, to be appointed by the Rockingham County Board of Commissioners without the previous requirement for chamber of commerce appointments.

Removes the requirement for at least one-third of members to be affiliated with tax-collecting businesses and eliminates the President of the Chinqua-Penn Foundation as an ex officio member.

Changes the chair's term from two years to one year and allows vacancies to be filled by the Board of Commissioners rather than individual appointing authorities.
