Amends G.S. 105-187.6 to limit highway use tax (HUT) exemptions for motor vehicles titled in another state at the time of transfer, except for exemptions related to certain vehicle types and charitable organizations.

Repeals G.S. 20-52(a)(4), (5), and (6) to eliminate duplicative vehicle titling requirements.

Replaces repealed requirements with a single requirement that vehicle title applicants provide proof of financial responsibility as required under Article 9A or Article 13 of Chapter 20.

Removes references to G.S. 20-52(a)(4) and (a)(5) from G.S. 58-2-164(b) to eliminate duplicative insurance fraud provisions related to vehicle registration.

Section 2 of the act becomes effective July 1, 2017, while remaining provisions take effect upon enactment.
