Removes restrictions on opening and closing dates for school calendars in six specific North Carolina school systems: Camden County Schools, Currituck County Schools, Edenton-Chowan Schools, Elizabeth City-Pasquotank Public Schools, Perquimans County Schools, and Tyrrell County Schools.

Eliminates the requirement that these school systems' opening dates be no earlier than the Monday closest to August 26 and closing dates be no later than the Friday closest to June 11.

Removes the State Board of Education's authority to grant waivers for early opening dates (as early as August 19) based on "good cause" findings related to weather closures or emergencies for these designated systems.

Eliminates exemptions previously granted to schools operating under modified calendars as of the 2003-2004 school year, allowing greater flexibility for all schools in the affected systems.

Effective upon passage, applying beginning with the 2017-2018 school year.
