Gradually raises the minimum age to purchase tobacco products, tobacco-derived products, vapor products, and cigarette wrapping papers from 18 to 21 years old in two phases.

From January 1, 2018 through December 31, 2020, prohibits sales to persons born on or after January 1, 2000 (effectively raising the age requirement).

From January 1, 2021 onward, establishes a permanent minimum age of 21 years for all tobacco product purchases.

Exempts active duty military members from age restrictions, allowing them to purchase tobacco products regardless of age.

Maintains Class 2 misdemeanor penalties for violations including unlawful sales, purchases by minors, and failure to verify age or military status.
