Modifies mental health disqualification criteria for concealed handgun permits to require a "currently diagnosed and ongoing mental disorder" as defined by the DSM rather than a general "physical or mental infirmity," excluding previous treatment for transient disorders from disqualification.

Requires sheriffs to provide concealed handgun permit application forms electronically and permits sheriffs to schedule appointments for applications within 10 business days of when applicants confirm they have all necessary documentation.

Establishes a 90-calendar-day deadline for sheriffs to issue or deny permits regardless of whether mental health records have been received, while sheriffs must request such records within 10 days of receiving the application.

Prohibits sheriffs from requesting employment information, character affidavits, additional background checks, photographs, or other information beyond what is specifically permitted by law.

Changes the court of appeal for permit denials from district court to superior court, with court determinations based on facts, law, and reasonableness of the sheriff's decision.
