North Carolina applies to Congress under Article V of the U.S. Constitution to call a Convention of the States for proposing constitutional amendments.

The convention is limited to proposing amendments that impose fiscal restraints on the federal government, limit federal government power and jurisdiction, and limit terms of office for federal officials and members of Congress.

The application serves as a continuing application until at least two-thirds of state legislatures submit applications on the same subject matter.

The application expires on December 31, 2026 unless renewed.

The Secretary of State must transmit copies of the application to the President, Congress, North Carolina's congressional delegation, and presiding officers of all state legislatures.
