Exempts motor vehicle dealer licensees who have been licensed for at least 25 years from continuing education requirements for license renewal.

Exempts motor vehicle dealer corporations that have been incorporated for at least 25 years if at least one officer has been licensed for at least 25 years from continuing education requirements.

Maintains existing exemptions for persons age 62 or older as of July 1, 2002, seeking renewal licenses.

Requires all other initial and renewal applicants to complete 12-hour and 6-hour licensing courses respectively, unless otherwise exempted.

Takes effect upon enactment.
