Submits a referendum to North Carolina voters on November 6, 2018, asking whether they support urging Congress to pass a constitutional amendment declaring that constitutional rights belong only to individuals, not corporations or artificial entities.

The referendum question also seeks voter support for an amendment declaring that constitutionally protected free speech excludes unlimited spending of money on political campaign contributions.

If a majority votes in favor, the State Board of Elections shall certify the results to the Secretary of State, who will record the referendum and certify results to the President, Congress members, Governor, and state legislators.

The bill includes legislative findings asserting that corporations lack constitutional basis for rights, that money is property not speech, and that unlimited political spending corrupts the electoral process and drowns out average citizens' voices.

The act becomes effective upon passage.
