Establishes separate school performance grades for achievement and growth instead of a combined overall grade, with each grade on a scale of A through F.

Adds English language proficiency progress and student promotion rates as new indicators in the school achievement score calculation for elementary and middle schools.

Requires the State Board of Education to define school performance indicators aligned with the federal Every Student Succeeds Act, organizing measures into academic achievement, graduation rate, English language proficiency, and school quality categories.

Uses adjusted grading scales for the 2017-2018 and 2018-2019 school years (85+ for A, 70+ for B, 55+ for C, 40+ for D, below 40 for F) before reverting to standard scales (90+ for A, 80+ for B, 70+ for C, 60+ for D, below 60 for F).

Applies effective date beginning with the 2017-2018 school year for all charter schools, regional schools, and lab schools to report separate achievement and growth grades on annual report cards.
