Distillery permit holders may sell up to five bottles (increased from one) of spirituous liquor per consumer per 12-month period and conduct consumer tastings at distilleries, ABC stores, and special events.

Creates new spirituous liquor special event permit ($200 fee) allowing distillers to provide free tastings at trade shows, festivals, shopping malls, and other approved venues with restrictions on sample size (0.25 ounces maximum) and total daily consumption per consumer (1.5 ounces maximum).

Allows licensed auctioneers to sell malt beverages, wine, and spirituous liquor at auction with a special auction permit ($750 fee) in jurisdictions that approve those beverage types.

Permits counties and cities to adopt ordinances allowing licensed restaurants to sell alcoholic beverages for on-premises consumption beginning at 10:00 A.M. on Sundays (instead of noon) through mixed beverages permits and on-premises beer, wine, and fortified wine permits.

Distillers may sell spirituous liquor for delivery outside North Carolina at the distiller's price without remitting standard state markup and tax components; effective July 1, 2017 for distillery provisions and October 1, 2017 for auction provisions.
