Creates the Legislative Commission on the Fair Treatment of College Student-Athletes, composed of 6 Senate and 6 House members appointed proportionally by leadership, with the Lieutenant Governor as ex officio voting chair.

Commission shall study health insurance, sports injuries, unionization, and profit-sharing for student athletes at University of North Carolina constituent institutions, including concerns about physical/mental health, academic opportunities, and fair financial aid packages.

Commission shall examine student athletes' rights to fair hearings before discipline, independent legal representation without losing eligibility, and compensation for use of their image or likeness by institutions or commercial entities.

Commission must submit interim report by December 1, 2017 and final report by April 1, 2018 with proposed legislation, and shall terminate upon convening of 2019 General Assembly or filing of final report, whichever is first.

Becomes effective July 1, 2017.
