Establishes a moratorium on permit applications and issuance of permits for new onshore and offshore wind energy facilities from January 1, 2017, through December 31, 2020.

Exempts facilities that received Federal Aviation Administration "Determination of No Hazard to Air Navigation" on or before May 17, 2013, and applications completed and submitted before January 1, 2017.

Directs the General Assembly to study military operations across the state to create maps and documentation showing temporal and spatial use of land, air, and water-based military operations to identify areas where energy infrastructure poses threats to military readiness.

Requires request for proposals to be issued by December 31, 2017, contract executed by June 30, 2018, and study completed by June 30, 2019, to inform 2019-2020 legislative policies on military installation protection.

Appropriates $50,000 from 2016-2017 General Assembly funds to support the study through the 2017-2018 fiscal year.
