Authorizes the Department of Transportation to enter into agreements with local governments for two purposes: expediting currently programmed transportation projects and funding preliminary engineering for projects programmed in the immediately preceding Transportation Improvement Program.

Allows local governments to fund preliminary engineering at 100% of current costs, with reimbursement from state and federal sources when the project is later funded in the Transportation Improvement Program.

Requires the Department of Transportation to annually report to the Joint Legislative Transportation Oversight Committee by December 1 on all agreements executed with local governments under this section.

Modifies existing statute (G.S. 136-66.8) to clarify the form and procedures for both project expediting agreements and the new preliminary engineering agreements between the state DOT and local governments.
